Memorandum on preparations for the ILPS 4th International Assembly

SUBJECT: Initial information and preparations for the Fourth International Assembly
DATE: 15 September 2010

By virtue of the decision of the International Coordinating Committee (ICC) in its meeting in November 2009 to task the ICG to make all-round preparations for the 4th IA, the ICG decided the following in its meeting last August 20-21, 2010:

  1. Dates of the 4th IA: 7-9 July 2011
  2. Venue of the 4th IA: Philippines (previously decided by the ICC in its November meeting)
  3. Theme: “Build a bright future! Mobilize the People to Resist Exploitation and Oppression Amidst the Protracted Global Depression, State Terrorism and Wars of Aggression!”
  4. The ICG used the Program of the 3rd IA as a model and as a point of departure and approved the following:
    1. The Program of the 4th IA shall carry activities similar to those in the Program of the 3rd IA, with the exception that the discussion of the ILPS By-Laws and the panel discussions on global topics of the afternoon of the first day are deleted.

      Discussions on the major global topics comparable to those aforesaid are to be accommodated in the International Festival of Peoples’ Struggles on July 5 and 6, immediately preceding the 4th IA in the same venue.

    2. Due to the foregoing, the first two hours of the afternoon of the first day of the 4th IA shall be used for a plenary session to discuss how to further strengthen the ILPS organizationally and the next two hours shall be additional time for the workshops of the commissions.
    3. There will be two keynote speakers instead of one. The Body drew up a list of possible speakers to be invited as keynote or resource speakers on major global issues. The list includes the following: Arundhati Roy, Eduardo Galeano, Samir Amin, Naomi Klein, Pao-yu Ching, Pushpa Kamal (Prachanda), Michel Chossudovsky, John Pilger, Rigoberta Menchu and Ramsey Clark.
  5. The Rules of Participation, which was the same as that of the 3rd IA, was approved with some proposed amendments for submission to the 4th IA.
  6. On the 4th IA Secretariat and Host Country Committee. The 4th IA Secretariat will be composed from the Secretariat under the Offices of the Chairperson and the General Secretary plus additional members as needed. The Host Country Committee will be formed by the Philippine ILPS Chapter.
  7. The following deadlines for submission of relevant 4th IA documents were set:For submission of Participation Form: 30 April 2011
    1. For proposed amendments of the ILPS Charter: 30 November 2010
    2. For Nominations of Candidates for Election to the International Coordinating Committee (ICC): 31 March 2011
  8. The language of the Assembly is English but ILPS should make sure that there would be adequate translations of the documents and during the proceedings. ILPS should have a pool of translators in English/Spanish/French.
  9. The ICG agreed with the proposal of the ILPS Philippines for the holding of an International Festival of Peoples’ Struggles with study sessions on major issues and cultural activities. It aims to attract people to the 4th IA. It will have a separate management and program from the 4th IA. The Festival will be held on 5-6 July 2010 (two days before the 4th IA). The proposal from Commission 14 to hold an international conference on culture will be integrated with the plan on the Festival.
  10. The Host Country Committee (HCC) must send to the Chairperson, by 15 September 2010, the information on HCC functions, plans, the budget and cost of participation. The ICG approved a cash advance, in a form of a loan without interest, to the Host Country Committee that will serve as initial fund for the preparation of the 4th IA.


  1. As soon as possible, we shall send you the participation form for the 4th IA and the pertinent information and guidance. We advise you to start considering who shall compose your delegation (one to three members) and how you shall advance the cause of your organization and the anti-imperialist and democratic struggle of the peoples of the world.
  2. We request you to recommend immediately for ILPS membership other mass organizations in your country or abroad, which are anti-imperialist and are interested in any of the 18 ILP concerns. For encouraging them to join the ILPS, please use as source of basic information the ILPS website:
