Finalizes Preparations for 6th International Assembly in June 2019

The International Coordinating Committee of the International League of Peoples’ Struggle (ICC-ILPS) held its annual meeting on February 16-17, 2019. The main item in the agenda was on the final preparations for holding the ILPS 6th International Assembly on June 23-26, 2019 with the theme “Win a bright socialist future for humanity! Unite the people to fight and end imperialist war, racism and fascism!”
ILPS Chairperson Jose Maria Sison opened the meeting. He greeted the ICC members present in the spirit of international solidarity, including a 4-member contingent who attended in person from Latin America.
The minutes of the last ICC meeting was reviewed and approved after some amendments were introduced.
Reports were given by the Executive Officers of the ICC, namely the Chairperson, Vice-Chairpersons, General Secretary and Treasurer. Reports of some commissions, the Asia Pacific global region committee and country/territory chapters were also read. Chapter reports included Argentina, Mexico, Guatemala, Colombia, Venezuela, Dominican Republic, Australia, Hong Kong – Macao, Philippines, Indonesia, Canada and the US. There was also a report on the struggle of the people of Palestine.
As the chief executive officer of the League, the Chairperson presided over the meetings of the ICC and ICG and issued memorandums addressed to the ILPS officers, the different ILPS organs and member organizations in relation to the implementation of decisions taken by the International Assembly, the ICC and the ICG.
As spokesperson of the League, he issued thirty-seven (37) political statements and interviews on burning issues in the world and solidarity messages to member and allied organizations.
The Chairperson took up the issue of the blacklisting of 28 solidarity activists linked to the ILPS, including several ICC members, by the Philippine government. After some discussion, the ICC resolved to adopt various legal and political means to address the problem.
The Vice-Chairperson for Internal Affairs reported that consultations were done to look into the situation of the commissions and their work. A number of commissions were functional while some commissions are unable to do their work between international assemblies. Proposals to strengthen the commissions and to ensure their operation between assemblies were discussed.
The General Secretary reported that the ILPS General Secretariat spent a considerable time in the past months on preparations for the upcoming ILPS 6th International General Assembly, to be held on June 23-26, 2019 in Hong Kong. The General Secretariat held online meetings and face-to-face consultations with the Host Coordinating Committee in Hong Kong regarding the preparations for the 6thIA.
The Treasurer reported that the ILPS central fund had a positive balance. But there is some pressure because of needed advances for the financial requirements of the 6th IA. Proposals were then put forward on various creative ways to raise funds for the financial needs of the Assembly including travel expenses and registration fees of delegates to ensure that the target of 400 participants to the Assembly could be met.
The main item of the agenda on the preparations for the 6th International Assembly was then discussed.
A report was given on the work that has been done by the Host Coordinating Committee and the Assembly Secretariat. An excellent venue on hilly forested terrain and fronting on the ocean, about one hour from Hong Kong airport, has been secured in accordance with the requirements for holding the Assembly. The venue can accommodate the expected 400 delegates and guests coming to the Assembly and includes the rooms for the plenary sessions, workshops and smaller meetings.
The program of the Assembly was discussed and finalized including the keynote speakers, workshops on the 18 concerns of ILPS, side-meetings and a forum on Palestine, among others.
It was decided that the principal guest keynote speakers would represent the people’ struggles in Venezuela, Democratic People’s Republic of Korea, Indonesia and Palestine and that the delegates to the Assembly maximize their participation in the workshops of the commissions and special forums. The extension of the ILPS Assembly to four days will permit longer workshops and extended space for networking and forums.
The two main languages of the Assembly shall be English and Spanish. But there will also be interpreters in French and Chinese.
The ICC concluded that prospects are bright for the successful holding of the Assembly. However, the concerned organs still have plenty of work to do and accomplish to ensure that the necessary preparations are completed.
The deadline for the submission of the accomplished participation forms of delegations and observers/special guests and assembly fee has been extended to April 2, 2019. The fee is $350 USD for the four days – five nights of the Assembly and includes food, transport from airport and conference material.
There is continuous expansion and consolidation in Latin America and significant expansion and consolidation in the Middle-East and Africa. The work in the Asia-Pacific remains strong. There is a need to further develop the work in Europe. Special coordinators of the work in Africa and Europe were appointed.
The ICC received reports on various anti-imperialist and democratic campaigns and conferences in the coming months and the ICC expressed its support for these planned activities.
The ICC approved the following resolutions put forward by ICC members:
- Support for the Struggle of the People of Venezuela Against US imperialism
- Solidarity Mission to the People’s Democratic Republic of Korea
- Against the Terror Listing of Progressive and Democratic Forces by the US-Duterte Regime
- Campaign to Resist US-led Wars and Military Bases
- Solidarity for the Workers’ Strike in Matamoros, Mexico
- Freedom of Mumia Abu Jamal
- Appointment of ILPS Coordinator for Africa
- Appointment of ILPS Coordinator for Europe

The ICC approved applications for membership of organizations from Africa, Asia, Latin America and Europe.
The next ICC meeting will be held on June 22, 2019, one day before the 6th International Assembly.
